Bilateral Relations between the Republic of Azerbaijan and the Portuguese Republic
Portugal recognized the independence of Azerbaijan on January 7, 1992, and diplomatic relations between the two countries were established on June 5, 1992. Azerbaijan places significant importance on the development of relations with Portugal, encompassing political, economic, and humanitarian spheres.
The Embassy of Azerbaijan to the Holy See is concurrently accredited to Portugal. Ambassador Ilgar Mukhtarov presented his credentials to the President of Portugal, Marcelo Rebelo de Sousa, on April 16, 2024. During the meeting, Ambassador Mukhtarov conveyed greetings from President Ilham Aliyev and discussed plans to open a diplomatic office in Lisbon, underscoring Azerbaijan’s commitment to strengthening bilateral ties.
Since May 4, 2015, Portugal has maintained a diplomatic mission in Baku. The Portuguese Ambassador to Turkey is concurrently accredited to Azerbaijan.

Inter-Parliamentary Relations
A Working Group on Azerbaijani-Portuguese Inter-Parliamentary Relations operates within the Milli Majlis (National Assembly) of Azerbaijan, chaired by Samir Valiyev.
Legal Framework
To date, three bilateral agreements have been signed between Azerbaijan and Portugal, forming the legal basis for cooperation in various fields.
